CRSTDP: Human Resource Development 

 
BACKGROUND 

The Tourism sector in the Caribbean recognizes the need for highly qualified tourism personnel at all levels of the service chain as it seeks to provide quality products and services for its visitors. 

Over the years the CTO has provided training to the tourism industry (both public and private sector) in areas where recognized gaps were identified or where significant training was urgently needed.   To support its training activities the organization has  developed training materials and regional trainers to be used in the delivery of its programmes, and these training programmes have been utilized by CTO member countries.  New funding is needed to expand the cadre of trained trainers in the region as well as to develop new training materials in areas where there is a high demand for training. 

The Caribbean Tourism Human Resource Council, which is made up of tourism private and public sector personnel, educators and labour, was formed under the aegis of the CTO and seeks to provide a strategic and coordinated approach to HR activities in the region.  The Council has played an important role in developing and upgrading tourism human resources at all levels of the education system, with a major emphasis on the development of tourism education modules and common core curricula for use at the primary, secondary and tertiary levels of education.  Teachers and trainers have also been familiarized with the materials developed across the region.  While the outputs of the Council have been notable thus far, substantially more technical assistance and other resources are required if the key areas of focus of the Council are to be realized. 


Specific Objectives of the HRD component

The specific objectives of the HRD component of the project being managed by the CTO are:

1. Develop tourism training materials and train trainers and teachers in the use of said materials
2. Establish quality assurance systems in regional tourism/hospitality education and training institutions
3. Improve the skills of the tourism workforce through extensive delivery of  specialized training modules in service quality, supervisory management skills and the management of sites and attractions, and the development of new training modules


GENERAL ACTIVITIES TO BE CONDUCTED BY THE CTO FOR THE HUMAN RESOURCE DEVELOPMENT COMPONENT
 

1. Development of resource materials and training manuals
2. Translation and printing of materials
3. Training of regional and national trainers
4. Training workshops conducted at the national and sub-regional levels
5. Institutionalize a Quality Assurance System for education and training institutions 

EXPECTED OUTPUTS
 
1. 3 training modules developed for specialized areas, 100 persons regionally trained in these modules which can be used in tertiary institutions in the region where applicable
2.  20 national/regional trainers trained in selected subjects/areas
3. Training materials to be made available in English, French and Spanish
4. Quality assurance system established and operational
