The Caribbean's development prospects, and that of each country therein, depend very much on the provision of reliable, efficient and affordable air transport both within and into the area. Historically, some countries in the region have sought to achieve those desirable objectives through government ownership of airlines as well as through blanket subsidies to privately owned regional airlines and, in some cases, by payment to international carriers for seat guarantees. This has all taken place in a fairly restrictive air services environment, which has made it difficult to achieve the desired quality and reliability of air services in the region.
